    طارق رمضان‏..‏ عند ملتقي تناقضات العصر

    خصصت صحيفه لوموند الفرنسيه يوم‏23‏ ديسمبر الماضي موضوعها الرئيسي علي راس صفحتها الاولي لطارق رمضان‏,‏ الداعيه الاسلامي المثير للجدل‏..‏ حفيد حسن البنا‏..‏
    وطارق رمضان ظاهره جديره بشد الانتباه‏..‏ تفتتح لوموند ملفها عنه بتساولها‏:‏ ومن هو‏,‏ طارق رمضان؟ تجيب‏:‏ انه شخصيه مركزيه للاسلام في فرنسا‏..‏ فرنسا التي يقطنها الان مسلمون بلغ عددهم‏7‏ ملايين نسمه‏,‏ ويشكلون الجاليه الثانيه بعد الكاثوليك وقبل البروتستانت‏..‏ وقد برز طارق رمضان في الواقع السياسي الفرنسي بمناسبه مشاركته موخرا في المنتدي الاجتماعي الاوروبي‏,‏ ثم في حوار جري علي التليفزيون بينه وبين وزير داخليه فرنسا‏,‏ نيكولاس ساركوزي‏..‏

    يعلن رمضان انه لا يمت الي حركه الاخوان المسلمين‏..‏ بل انه يختلف مع بعض تعاليم جده‏,‏ موسس الجماعه‏..‏ وربما تكمن اهميته في انه ينتمي‏-‏ شاء ام ابي‏-‏ الي هويتين في ان واحد‏,‏ الهويه الاسلاميه بحكم اصوله العائليه‏,‏ والهويه الاوروبيه بحكم نشاته في سويسرا وفرنسا‏..‏ وقد بلغت احتمالات الصدام بين الهويتين ذروه مع ما يجري الان من تحولات عميقه علي صعيد المجتمع العالمي كله‏..‏ فان فكر طارق‏,‏ وسلوكه هما‏,‏ الي حد بعيد‏,‏ نتاج هذا الصدام وما يطرحه من اشكاليات عويصه‏..‏
    لقد طرد عبدالناصر والد طارق‏-‏ سعيد رمضان‏-‏ من مصر عام‏1954,‏ بصفته احد اقطاب حركه الاخوان‏,‏ وربما اقربهم الي مرشد الجماعه‏..‏ فلجا سعيد الي السعوديه‏,‏ ثم انتهي به الامر ان اقام في سويسرا‏..‏ وانجب ولديه‏,‏ هاني وطارق‏,‏ هناك‏..‏ وواصلا دراستهما هناك‏..‏ فاتقنا الفرنسيه اتقان الفرنسيين لها‏..‏

    لماذا كل هذه الضجه؟
    سوال يستوجب طرحه‏:‏ لماذا اعطاء كل هذه الاهميه لطارق رمضان؟ لماذا التحذير منه علي نحو لافت للنظر؟‏..‏ فشئ مشبوه ان تبلغ الحمله ضده حدا قارنه البعض بما جري في عصر محاكم التفتيش‏!..‏
    في‏1961,‏ انشا سعيد رمضان في جنيف المركز الاسلامي‏..‏ وفي العام التالي‏,‏ ولد طارق‏,‏ في بيئه معنويه تجمع بين الاحساس بالغربه‏,‏ والتطلع الي ازاله اسبابها‏..‏ تبحر طارق‏,‏ بادئ الامر‏,‏ في الدراسات المجرده‏..‏ درس الفلسفه‏,‏ وتخصص في فلسفه نيتشي‏,‏ ثم اصبح مدرسا للفلسفه في ليسيه سوسور‏..‏ وعند بلوغه سن الرشد‏,‏ زار مصر‏,‏ ومعه زوجته واولاده‏,‏ وهكذا اتيح له ان يكتشف الجانب الاخر من هويته‏..‏

    لقد اصبحت شخصيته تتجاوز الاطر الاسلاميه التقليديه‏..‏ لقد اشتهر باستقلاليه مواقفه‏,‏ وقوه حجته‏,‏ وقدرته علي افحام محاوريه‏..‏ وقد اتهم باستغلال الانترنيت‏,‏ وبوجه خاص بمناسبه اجتماع المنتدي الاجتماعي الاوروبي في نوفمبر الماضي‏,‏ ليتحول الي متحدث عن اكثر الاتجاهات عرضه للجدل في الاسلام الاوروبي‏..‏
    وقد برزت شخصيته في انه‏,‏ خلافا للحركه الاسلاميه عموما في فرنسا‏,‏ اتخذ موقفا معارضا للمدارس الدينيه‏..‏ وصفها بالفخ‏..‏ واعترض عليها لانها‏,‏ علي حد قوله‏,‏ تعرض تلاميذها للانعزال عن المجتمع‏,‏ والتهميش‏..‏ وهكذا يصبحون ضحايا‏,‏ في مجتمع لا يحب العرب والمسلمين‏..‏

    ومع ذلك‏,‏ فثمه الحاح من قبل دوائر معينه علي اتهام طارق بالعداء للساميه‏..‏ وفي خضم هذا الاتهام الذي وجهه اليه بعض كبار المثقفين الفرنسيين اليهود‏,‏ ممن يعلنون اعتزازهم بمواقفهم العلمانيه‏,‏ ونظرتهم الكونيه‏,‏ مثل اندريه جلوكسمان‏,‏ وباسكال بروكنير‏,‏ وبرنار كوشنير‏,‏ وكلهم قد ايدوا الحرب الامريكيه ضد العراق‏,‏ فلقد رد طارق لهم الصاع بصاعين‏..‏ اتهمهم بانهم قد فعلوا ذلك من منطلق تلبيه مصالح اسرائيليه‏..‏ كما اتهم الكاتب الكساندر ادلر الذي يصفه هولاء باستقلاليه الرويه‏,‏ بانه يتحرك من منظور ارتباطه باسرائيل هو الاخر‏..‏ وقد ارجع طارق ترحاب برنار هنري ليفي بزياره شارون التاريخيه للهند الي ان جمع بين الدولتين‏-‏ الهند واسرائيل‏-‏ هو عداوهما المشترك لباكستان‏..‏
    وطارق رمضان ليس معاديا للساميه‏..‏ وان كان يثير استياء هولاء‏,‏ فان ذلك لان مواقفه اصبحت لها اصداء‏..‏ لقد اصبح بجواره‏,‏ في كثير من معاركه‏,‏ مفكرون ومثقفون مرموقون مثل ادوارد سعيد‏,‏ ونعام شومسكي‏,‏ وفرنسوا بورجا‏,‏ وادجار موران‏,‏ ونورمان فينكلستاين‏,‏ وبعضهم يهود‏..‏ لقد اجري حوارات متعمقه مع الان جريش‏,‏ رئيس تحرير لوموند دبلوماتيك‏,‏ ومع برنار كاسان‏,‏ احد موسسي الحركه العالميه المعاديه للعولمه‏..‏ وقد بحث عن قواسم مشتركه مع الزعيم الفلاحي الفرنسي‏,‏ جوزيه بوفيه‏,‏ الذي تصدي منذ سنوات لهدم محل ماكدونالد‏,‏ بصفته محلا ترمز مبيعاته لامركه فرنسا في ظل العولمه الراهنه‏..‏

    ان شباب الضواحي يستمع الي طارق رمضان بشغف‏..‏ ويجدون فيه القادر علي النطق باسمهم‏,‏ والتعبير عن تطلعاتهم‏..‏ وجماهيريه طارق كاسحه بين الشباب الاسلامي بالذات‏..‏ حتي في الولايات المتحده حيث يدعي لالقاء محاضرات بشكل كاد يصبح منتظما‏..‏
    لطارق رمضان مولف عنوانه المسلمون في محيط علماني‏..‏ وقصد به المحيط الاوروبي‏..‏ والقضيه التي يطرحها‏,‏ هي كيف يمكن للمسلمين الاوروبيين ان يعيشوا ايمانهم‏,‏ ومواطنتهم‏,‏ بشكل متسق؟‏..‏ يقول طارق‏:‏ ان كل ما لا يتعارض مع قيمنا‏,‏ علينا ان نبحث عن كيفيه استيعابه‏,‏ وضمه الي تراثنا‏..‏ هذه نظره القي طارق رمضان بشانها محاضرات في مختلف ارجاء اوروبا‏,‏ والولايات المتحده‏,‏ واسيا‏,‏ وافريقيا‏..‏

    شبه مجهول في مصر
    ورغم الضجه الكبري المثاره في فرنسا‏-‏ واوروبا عموما‏-‏ حول طارق رمضان‏,‏ فلا ضجه مماثله‏,‏ ولا حتي محاوله لتحديد موقف منه‏(‏ ناهيك من الدفاع عنه‏)‏ علي وجه يتناسب مع هذه الضجه‏,‏ في مصر وفي العالم العربي والاسلامي‏..‏ ان قضيه طارق رمضان تكاد تكون مغفله تماما‏..‏ وقد يبدو ذلك غريبا‏,‏ ولو لمجرد انه حفيد موسس جماعه الاخوان‏..‏
    هل السبب في ذلك هو ان استقلاليته ليست سمه تميزه فقط عن المجتمع الفرنسي‏,‏ وانما ايضا عن المجتمع العربي والاسلامي؟‏..‏ هل استقلاليته موضع رفض‏,‏ لانها متجاوزه الحد‏,‏ وربما علي اكثر من وجه؟‏..‏ انها تطرح اشكاليه الاسلام في المجتمعات الغربيه‏,‏ ومدي المواءمه المطلوبه حتي لاتفضي الي مواجهات‏,‏ وعلي ما وصفه هانتينجتون ب صدام الحضارات؟‏..‏

    ان المساله اكبر من شخص طارق رمضان‏..‏ انها قضيه ناجمه عن وجود ازدواجيه لاتحتمل الانكار بين الاسلام الذي ينسب طارق رمضان نفسه اليه‏,‏ وبين البيئه الغربيه‏-‏ المسيحيه‏/‏اليهوديه‏-‏ التي نشا فيها‏,‏ ولا مهرب من ان يتفاعل معها‏..‏ انها قضيه التمايز والتجاور بين الحضارات‏,‏ وقد بلغ تداخلها مرحله بالغه الحساسيه‏..‏ وباتت تتسم كثيرا بصفه صداميه‏..‏ في عصر التكنولوجيا المتقدمه‏,‏ وانتشار الحراك الاجتماعي كاحد مفرزات الانتقال السهل من موقع جغرافي علي سطح الكره الارضيه الي اخر‏..‏
    ومن المحتم ان يكون لرمضان شعبيه كبيره لدي الجماهير المسلمه في فرنسا واوروبا وحتي في امريكا‏,‏ وبوجه خاص طالما ظل معزولا‏,‏ ومضروبا‏,‏ ووحيدا في نضاله‏..‏ ولذلك باتت قضيته بحاجه الي تنظيم يتجاوز شخصه‏..‏ وسواء شاء او لم يشا‏,‏ فاصبح بحاجه الي ان يجتهد‏,‏ كي تكون له مواقف من قضايا مفروضه عليه تختلف عن الاشكاليات المالوفه لدي المجتمعات الاسلاميه عموما‏..‏
    ان الاسلام المنفصل عن لغه القران انما لابد ان يثير اشكاليات‏..‏ وبالذات عندما نتحدث عن قطاعات العالم التي لم تالف‏-‏ تاريخيا‏-‏ وجود طوائف اسلاميه كبيره داخلها‏..‏ والان ما كان اقرب الي الاستثناء بصدد ان ينتشر‏..‏ وطارق رمضان يقف عند ملتقي الطرق هذا‏,‏ بما ينطوي علي ذلك من تناقضات ومفارقات لم تعد تحتمل التجاهل‏..‏ فهل نتجاهلها نحن‏,‏ ام ندرك ما تقتضيه من دراسه متانيه تصاحبها رويه متسامحه؟‏..‏

    انفتاح علي عولمه بديله
    يقولون‏:‏ كيف قبول طارق داخل صفوف المنتدي الاجتماعي الاوروبي‏,‏ وهو صاحب فلسفه لاتعترف بالتقدم‏,‏ ولامانع لديه علي استمرار تحجب المراه؟
    وقد حاول وزير داخليه فرنسا احراج طارق بان طرح في حواره معه قضيه الحدود في الاسلام‏,‏ وقضيه رجم الزانيات‏..‏ وطبيعي ان لجا طارق الي الاجتهاد ليبتكر مخارج تجنبه التعرض لهاتين القضيتين عمليا في الملابسات الدوليه العصريه‏..‏ وبوجه عام‏,‏ اتخذ ساركوزي من حواره مع رمضان‏,‏ وكذلك مع كريستوف اجيتون‏,‏ احد زعماء حركه اتاك التي تواصل حركه بورتو اليجري‏,‏ وتنادي بعولمه بديله‏..ALTERMONDIALISATION‏ ومع لوبن‏,‏ زعيم اليمين المتطرف‏,‏ اساسا للحمله التي ينوي خوضها لمقعد رئيس الجمهوريه القادم‏..‏ ومن هذه الزاويه‏,‏ اصبح لطارق رمضان دور محوري‏,‏ ولو من وقع نقدي معارض‏,‏ في تقرير ملامح سياسات فرنسا المستقبليه‏..‏

    هل من الجائز في مثل هذا السياق استمرار تجاهل طارق رمضان؟‏

    The furore over Tariq Ramadan
    Mohamed Sid-Ahmed discusses the case of a maverick Islamic personality

    The French daily Le Monde devoted the main story on the front page of its 23 December issue to Tariq Ramadan, the controversial Islamic activist and grandson, on his mother's side, of Muslim Brothers founder Hassan El-Banna.

    The Le Monde article leads with the question "Who is Tariq Ramadan?" and then goes on to identify him as the central figure of Islam in France today, even though he is a Swiss national. With a population of seven million, the Muslims in France have become the second largest religious community in the country, after the Catholics and before the Protestants. Ramadan was thrust into the limelight following his recent participation in a meeting organised by the European Social Forum (ESF) and his heated debate on television with French Interior Minister Nicolas Sarkozy.

    Tariq Ramadan says he is not part of the Muslim Brothers. He has even said that he differed with his grandfather over a number of issues related to Islamic teachings. But whether he likes it or not, his importance lies in the fact that he belongs concomitantly to two discordant identities, an Islamic identity due to his family ties and a European identity due to his upbringing in Switzerland. In the context of the radical changes now underway in the entire world system, the potential for clashes between the two facets of his dual identity has never been higher. Indeed, Ramadan's thinking and behaviour are, to a considerable extent, a product of the constant tug of war between these two facets and the problematics this raises.

    Ramadan's father, Said, was a leading member of the Muslim Brothers. He was both El-Banna's son- in-law and his favourite disciple. Exiled by Nasser in 1954, the elder Ramadan lived for a few years in Saudi Arabia before moving with his family to Switzerland, where his sons Hani and Tariq were born and raised. They continued their studies there, and speak French like native speakers.

    Today Tariq Ramadan is in the eye of a political storm, villified by the French media as an anti- Semitic, sexist and reactionary Islamist. The campaign against him has acquired dangerous proportions reminiscent of the Inquisition. The question is why so much importance is being given to Tariq Ramadan.

    In 1961, Said Ramadan founded the Islamic Centre in Geneva. The following year, Tariq was born into a home environment marked by a sense of alienation coupled with the hope that integration was possible. The young Tariq first devoted his efforts to abstract studies. He studied philosophy, concentrating mainly on Nietzsche, then became a philosophy teacher at the Lycee of Saussure. On reaching adulthood, he visited Egypt with his wife and children in a quest for his roots. In Egypt, he discovered the other side of his identity.

    His personality developed beyond the traditional Islamic frameworks, and he became known for his independent views, forceful arguments and debating skills. He has been accused of cleverly using the Internet, particularly on the occasion of the ESF meeting, to emerge as a force to be reckoned with among Europe's growing Muslim population. Contrary to the Islamic movement in Europe taken as a whole, Tariq Ramadan adopted a stand against religious schools in France, which he described as a trap. He opposed them, he said, because they exposed the pupils to isolation and marginalisation, making them victims in a society that disliked both Arabs and Muslims.

    However, his views on the matter did not save him from the charges of anti-Semitism levelled against him by prominent French intellectuals who are proud to call themselves secular and claim to have a universalist outlook, such as Andre Glucksmann, Pascal Bruckner and Bernard Kouchner. This was in retaliation for Ramadan's criticism of their support for the American war in Iraq, which he said was to "serve Israeli interests". Ramadan also accused the writer Alexander Adler of analysing events "from the viewpoint of Israel", and attributed Bernard Henri Levy's description of Sharon's recent visit to India as "historic" to the fact that what brought India and Israel together was the enmity towards Pakistan.

    Actually, Ramadan is not anti-Semitic. The reason he has earned the enmity of these intellectuals is that his stands now enjoy the support of thinkers and intellectuals of the calibre of the late Edward Said, Naom Chomsky, Francois Bugart, Edgar Morin and Norman Finkelstein, some of whom are Jewish. Tariq Ramadan developed a constructive dialogue with Alain Gresh, editor-in-chief of Le Monde Diplomatique, and with Bernard Cassen, one of the leading figures of the world anti-globalisation movement. He also tried to find common ground with the French peasant leader Jose Bove, famous for destroying a MacDonald's to protest France's Americanisation in the globalisation process now underway.

    The youth in the "ghettos" that have developed in the suburbs around France's large cities listen to what Ramadan has to say with great interest. They feel he speaks in their name and expresses their aspirations. He is particularly popular among Muslim youth, even in the United States where he is often invited to deliver lectures.

    Ramadan is the author of a book entitled The Muslims in a Secular Environment, by which he means Europe. His problem is how to make European Muslims live their faith and citizenship in a coherent manner. He says, "Whatever does not oppose our values we should take up and add to our legacy." This has been the theme of countless lectures Ramadan has given in Europe, America, Asia and Africa.

    But despite the uproar over Tariq Ramadan in France and elsewhere in Europe. Egypt -- and indeed the whole Islamic world -- remains curiously silent in his regard. There has been no attempt to join the debate he has provoked, let alone to defend him. It is hard to explain why he is conspicuously absent from our public discourse, not only because the issues at stake touch on the future of the West's relations with Islam, but because of his relationship with the founder of the Muslim Brothers.

    Is it because his independent thinking does not operate only towards French society but also towards Arab and Muslim societies? Is his independence frowned upon because it has gone too far, raising the problematic of Islam in western societies, and to what extent accommodation is required to avoid confrontation and Huntington's "clash of civilisations" scenario?

    In fact, the issue goes beyond Ramadan as an individual. It has its origins in the undeniable duality between the Islam to which Ramadan attributes himself and the Western Judeo-Christian environment in which he was brought up and with which he is forced to interact.

    Ramadan's critics argue that he cannot be part of the European Social Forum as long as he subscribes to a philosophy that rejects the notion of progress and does not condemn the veil. In their televised debate, the French Interior minister tried to embarrass Ramadan by raising the issue of Islamic punishments such as stoning women who commit adultery and amputating the hands of thieves. Ramadan resorted to ijtihad (one of the four sources of Islam that is used to find the doctrinal solution to new problems) to come forward with alternatives to such practices.

    The Sarkozy/Ramadan debate was part of a series of televised debates between the interior minister and a number of key figures, including Christophe Aguiton, representative of the Porto Allegre "other globalisation", and Le Pen, leader of France's extreme right. Sarkozy is planning to present himself in France's next presidential elections, and these debates appear to be preparing the groundwork for his campaign. It seems Ramadan is playing a key role, albeit from the standpoint of an ever more significant Islamic opposition, in establishing the features of France's future policies. In such a context, can we continue to ignore Tariq Ramadan?

    كان قتل الشيخ احمد ياسين‏,‏ موسس حركه المقاومه الاسلاميه‏,‏ في هجوم صاروخي علي سيارته اشرف عليه شارون شخصيا‏,‏ خرقا للخطوط الحمراء‏..‏ ذلك ان عمليه الاغتيال قد اظهرت ان الاب الروحي لحركه حماس زعيم شعبي اصيل‏..‏ وكانت الجماهير التي خرجت لتستنكر مصرعه تعبر عن هبه شعبيه حقيقيه‏,‏ ربما تجاوزت كل ما شوهد علي ارض غزه في هذا الصدد من قبل‏..‏
    ان الشيخ ياسين مشلول‏,‏ ويتحرك بمقعد متنقل‏..‏ وهو غير قادر علي استخدام اي نوع من السلاح من فرط ما تحمله من سوء معامله وتعذيب طوال سنوات في سجون اسرائيل‏..‏ ويستمد الشيخ قوته من تصميمه الجبار علي مواصله المقاومه‏,‏ ايا كانت العقبات‏..‏ فهل جاز وصف تصميمه الخارق هذا بالارهاب‏,‏ وهو العاجز تماما عن حمل اي سلاح؟‏..‏ هذه مساله لابد ان يكون لفقهاء القانون كلمه فيها‏..‏

    عرفات‏,‏ في نظر المجتمع الدولي‏,‏ هو الرئيس الفلسطيني الشرعي‏..‏ انه رئيس فلسطين المنتخب‏..‏ ولايملك الشيخ ياسين صلاحيات مماثله‏..‏ ولكن يرمز الشيخ لتصميم الجماهير الفلسطينيه علي مواصله المقاومه حتي النهايه‏..‏ وبهذه الصفه‏,‏ فانه كان ولايزال حتي بعد مماته قوه لاتقهر‏..‏
    ومن غير المتصور الحديث عن مفاوضات للتوصل الي تسويه مع اسرائيل‏,‏ والشيخ ياسين يغتال علي هذا النحو‏..‏ فلقد بلغ العنف حد ان تعليق امال علي احتوائه اصبح متعذر المنال‏..‏ ان العنف والعنف المضاد انما باتا ينشئان ديناميكيه في اتجاه التصعيد لابد ان تهدد بالقتل جل الكوادر الفلسطينيه‏,‏ بما في ذلك هولاء الذين يحتلون مواقع قياديه‏,‏ مركزيه‏,‏ حال الشيخ ياسين‏!..‏ ليس هناك قيادي فلسطيني واحد بمامن من مخططات شارون الراميه الي تصفيه الكيان الفلسطيني تصفيه كامله‏..‏

    لماذا في هذا الظرف؟
    لماذا قرار شارون بقتل الشيخ ياسين في هذا الظرف بالذات؟‏..‏ فلقد سبق ان وقعت عمليات انتحاريه‏/‏ استشهاديه عديده‏..‏ ومنها عمليات كثر ضحاياها اليهود‏..‏ ولم يتخذ شارون قرارا بتوجيه ضربه قاضيه الي زعيم حماس وقتذاك‏,‏ كما جري في هذه المره‏..‏ لماذا؟‏.‏
    التفسير الارجح ان العمليه مرتبطه بقرار شارون بالانسحاب من اغلب المستوطنات الاسرائيليه بقطاع غزه‏..‏ انه لا يريد ان تفسر هذه الخطوه علي انها تنم عن تراجع او ضعف‏..‏ ان شارون يعتبر احتلاله لغزه‏,‏ بكثافتها السكانيه المنقطعه النظير‏,‏ عبئا اكثر منه ميزه‏..‏ ومن هنا قراره المنفرد بالانسحاب‏..‏ ولكن يخطط شارون‏,‏ في الوقت ذاته‏,‏ لاستخدام الجدار الامني الذي يقيمه في الضفه الغربيه لاقتطاع قطاعات واسعه من اراضي الضفه وضمها الي اسرائيل‏,‏ وتصوير هذا الضم علي انه المقابل للانسحاب‏!..‏ وحتي لايقال‏,‏ كما قيل اثر انسحاب اسرائيل من جنوب لنبان‏,‏ انه كان نتيجه انتصار احرزته المقاومه الوطنيه اللبنانيه علي الاحتلال‏,‏ وبالذات من قبل حزب الله‏..‏

    ان شارون لايسعي الي تسويه منصفه او متكافئه‏,‏ بل يسعي الي فرض شروطه بالكامل‏,‏ واذلال الفلسطينيين واهانتهم‏,‏ وكسر كبريائهم‏,‏ حتي لايعود لهم قوام في المستقبل‏,‏ وحتي يمكن اجبارهم علي الرضوخ‏..‏ هذا يختبره شارون باقامه الجدار العازل في صميم ارض الضفه‏,‏ وبصوره يتم بها لا مجرد نزع قطاعات واسعه من ارض الضفه‏,‏ وانما ايضا تجزئتها‏,‏ وتقسيمها الي العديد من الوحدات الاداريه المنفصله‏,‏ علي غرار كانتونات سويسرا‏,‏ او مشروع البانتوستانات في جنوب افريقيا‏!..‏ ان شارون يعد العده لسلام غير متكافيء‏,‏ لعمليه فرض واذعان دائم‏,‏ لاستسلام بلا قيد او شرط‏!..‏
    والخطير الذي ينبغي ادراكه ان هذا الذي اقدم عليه شارون في حق الشيخ ياسين اعلن شارون بكل صراحه انه سوف ينجز في حق قاده فلسطينيين غيره‏..‏ ولايمكن استبعاد شخص عرفات ذاته‏..‏ فان المواصفات التي طبقها شارون علي زعيم حماس‏,‏ يطبقها شارون علي عرفات‏!..‏ لقد وصف شارون عرفات بالارهابي‏..‏ ورفض حتي الان التعامل معه علي اي نحو‏..‏ وبلغ الامر حد اقامه حصار حوله فرض عليه نوعا من الاعتقال في مقره برام الله‏!..‏ ان هذه الخطوات لاتستبعد تصعيد عمليات التضييق عليه‏,‏ الي حد الوصول به الي القتل‏..‏

    وبوسع قاده اسرائيل ان يزعموا ان اغتيال احمد ياسين لم تكن له علاقه بخطه فك الارتباط احاديه الجانب التي اعلنها شارون‏..‏ استنادا الي الزعم ان القرار اتخذ منذ عده اسابيع‏..‏ غير ان اتخاذ القرار لايعني ابدا وضعه موضع التنفيذ في الحال‏..‏ فهناك شواهد علي وجود قرار باغتيال عرفات منذ وقت طويل‏..‏ وعلي محاوله اغتياله في اكثر مناسبه‏..‏ ومع ذلك‏,‏ فلم تنجز العمليه حتي الان‏!..‏ ولايحمل هذا معني ان النيه في اغتياله قد صرف عنها النظر‏..‏

    سلام شارون المستحيل
    ان شارون لا يسعي الي السلام‏..‏ واعني بذلك سلاما لا يكون مجرد استسلام‏..‏ سلاما مزعوما يستهدف تصفيه القضيه الفلسطينيه تصفيه نهائيه‏..‏ ومن هنا جاز القول ان السلام لن يتحقق ابدا مادام شارون في السلطه‏..‏ فهل من مخرج من هذا المازق ؟‏..‏ هل من وسيله لاستئناف عمليه سلام والجانب الاسرائيلي يواصل رفضه لاي سلام وارد قبوله عربيا واسلاميا‏,‏ ولا اقول فلسطينيا فقط؟‏..‏
    ولذلك ربما كان من الضروري خرق خطوط حمراء‏,‏ تماما كما خرق شارون خطوطا حمراء وهو يقدم علي اغتيال الشيخ ياسين‏..‏ فحتي الان‏,‏ ورغم موقف شارون في رفض السلام‏,‏ لم ترفض الاطراف العربيه التخلي من جانبها عن السلام كهدف استرتيجي‏..‏ ورغم ان هناك اكثر من مشروع للسلام تقدمت به اطراف من الجانبين الفلسطيني والاسرائيلي‏,‏ فلم تقطع الاطراف العربيه علاقاتها مع شارون‏,‏ بصفته الرئيس المنتخب لاسرائيل‏,‏ ولانه بهذه الصفه يملك التحدث باسمها‏.‏

    اننا بصدد معضله عويصه‏..‏ اذ وقت ان وجدت هناك اطراف تملك صلاحيه التفاوض من الجانبين‏,‏ لم يكن يوجد اتفاق حول العديد من القضايا الاساسيه التي ظل الخلاف مستتبا بشانها‏..‏ وعندما امكن بلوغ اتفاق ورصده في مستند‏(‏ مثل اتفاقيه جنيف بين عبد ربه وبيلين‏),‏ فلم يعد يوجد متفاوضون يملكون صلاحيه التوقيع‏..‏ ولا حتي رغبه في التوقيع‏..‏
    ان العقبه الكبري هي روح الكراهيه المتبادله بين الطرفين وقد بلغت جدا غير مسبوق‏..‏ هل من المتصور بروز قوه بديله تستطيع ان توازن الكراهيه المتبادله وان تنجز نتائج ملموسه في تغيير الاوضاع الي الافضل ؟‏..‏

    لقد اعلن شيمون بيريز ان قرار قتل ياسين كان خطا‏..‏ ان الغاره ستزيد الارهاب علي حد وصفه‏,‏ واضاف انه لا يمكن تصفيه الارهاب عبر تصفيه قاده المقاومه‏..‏ وبالفعل فان المتوقع حدوثه‏,‏ هو ان تصعد العمليات الانتقاميه الي حد يفوق الكثير مما شهدناه حتي الان‏..‏ والجدير بالملاحظه ان ايمن الظواهري‏,‏ اليد اليمني لاسامه بن لادن‏,‏ قد اعلن منذ ايام امتلاك شبكه القاعده اسلحه نوويه‏,‏ وقد يصدق ما قاله وقد لا يصدق‏,‏ غير ان الذين يشككون في صحه قوله هذا هم الذين ينسبون للقاعده ارتكاب عمليات‏11‏ سبتمبر البالغه الدقه من الوجهه الفنيه‏..‏ فهل نصدق ما يقولونه عن‏11‏ سبتمبر‏,‏ ام عن عدم قدرتهم علي انجاز عمليات خارقه‏,‏ كعمليات سبق وانجزوها فعلا؟‏..‏
    هكذا نري ان اسلحه الدمار الشامل انما تكتسب بعدا جديدا‏..‏ انها بصدد ان تصبح ملك منظمات ارهابيه دوليه‏,‏ بدلا من ان تكون فقط ملك دول وصفت ب المارقه واتهمت بحيازه هذه الاسلحه‏,‏ ولم يثبت ان الاتهام كان في كل الاحوال صحيحا‏!.‏

    غير ان عمليه اغتيال احمد ياسين ستقرب بين المنظمات التي تلجا الي المقاومه المسلحه‏..‏ بين منظمات مثل حماس والقاعده وحزب الله في لبنان‏..‏ وستعظم من شان التيار الديني المتشدد وقد يجري تعميم وتدويل تنظيمات مماثله علي صعيد المنطقه والعالم‏..‏ وليس من شك في ان مقتل الشيخ ياسين كان دفعا للامور في هذا الاتجاه‏.‏
    قد قيل ان عرفات لا يختلف عن ياسين‏..‏ الا ان الشيخ كان يجاهر بما يرسم له‏,‏ ويطرح اهدافه علنا‏..‏ بينما يخفي عرفات حقيقه نواياه‏!...‏ والحقيقه انه منذ فشلت قمه كامب ديفيد بين كلينتون وعرفات وباراك‏,‏ فترت العلاقه بين عرفات والاداره الامريكيه‏..‏ وقيل ان كلينتون قد فاتح بوش في ان امريكا لا ينبغي ان تثق في عرفات‏..‏ ولكن الان وقد اصبحت الحرب مفتوحه والي نهايه المطاف بين شارون وحماس‏,‏ قد تري واشنطن نفسها‏,‏ ايا كان الحزب الذي يحكمها‏,‏ بحاجه الي حد ادني من التعامل مع القائد التاريخي ل منظمه التحرير الفلسطينيه‏.‏

    After Sheikh Yassin's assassination
    To what extent will the political map of the Middle East be changed by Sharon's assassination of the Hamas leader, asks Mohamed Sid-Ahmed

    The missile attack launched under the personal supervision of Ariel Sharon on Hamas founder Sheikh Ahmed Yassin represents a dangerous escalation of an already volatile situation. The massive outpouring of grief and anger his assassination provoked in the Palestinian street and throughout the Arab world attests to the moral authority he wielded and the respect he commanded as the spiritual leader of the Islamic resistance movement. The common people who took to the streets to condemn his murder represented what is arguably the largest popular uprising ever witnessed in Gaza.

    A wheelchair-bound quadriplegic, Sheikh Yassin was unable to move, let alone wield any kind of weapon. Despite the harsh treatment and torture he suffered for many years in Israeli prisons, his will remained unbroken and he never wavered in his resolve to resist the Israeli occupation in the face of tremendous odds. Can his total dedication to the cause of freedom for his people be described as terrorism even though he never even held a gun? That is a question that needs to be thoroughly looked into by legal scholars.

    Unlike Arafat, who, in the eyes of the international community, enjoys legitimacy as the elected president of the Palestinian people, Sheikh Yassin derived his moral authority from an altogether different source. Despite, or perhaps because of, his physical frailty, he symbolised the indomitable will of the Palestinians to pursue their liberation struggle at any cost. As such, he was, and continues to be even in death, a force to be reckoned with.

    The murder of Sheikh Yassin is an insurmountable obstacle in the way of a negotiated settlement. This latest Israeli outrage has notched up the level of violence to new heights, making any prospect of containing it more remote than ever. Violence and counter-violence have engendered a dynamic towards yet greater escalation that will inevitably affect all Palestinian activists without exception, even those who, like Sheikh Yassin, occupy central positions in the resistance movement. There is not one among them who is safe from Sharon's campaign to liquidate the Palestinian issue altogether.

    A question worth asking is why Sharon decided to get rid of Sheikh Yassin now. The ostensible reason, which is to avenge the latest Palestinian suicide attack, does not ring true. After all, there have been many such attacks, some of which claimed even more Jewish victims. But it is only now that the decision to do away with the Hamas leader was put into effect.

    The most plausible explanation is that Sharon does not want his planned unilateral withdrawal from Gaza to be interpreted as a sign of weakness. The continued occupation of Gaza, one of the most densely populated spots on the face of the earth, is stretching Israel's resources to the limit. Holding on to Gaza has proved to be more of a liability than an asset. Hence Sharon's decision to move out. However, he is planning to use the security fence he is building to separate wide chunks of the West Bank from their environment and add them to Israel proper, or have them divided into small administrative units along the lines of Switzerland's cantons or South Africa's Bantustans. Sharon is paving the way for an unequal peace tailored to fit Israel's territorial ambitions and security requirements, a "peace" closer to an unconditional surrender than to a balanced, sustainable settlement acceptable to both parties. To that end, he is trying to humiliate the Palestinians and break their pride to prevent them from standing up to Israel in the future. The assassination of Sheikh Yassin was part of his plan to crush Hamas ahead of the planned withdrawal. This master plan is being tested with the construction of the separation fence mostly inside Palestinian territory.

    In defiance of the growing international outcry over the assassination of Sheikh Yassin, an unrepentant Sharon has vowed to go after all Palestinian activists, dubbing them "legitimate targets" in Israel's campaign to "root out terrorism". Arafat himself cannot be excluded. The criteria by which Sheikh Yassin was chosen are said to apply to Arafat as well. Sharon describes the Palestinian leader as a terrorist and has systematically refused to deal directly with him. Under virtual house arrest inside his compound in Ramallah, Arafat could well become a target of Israel's stepped-up assassination campaign.

    Israeli leaders have been quick to deny that Sheikh Yassin's assassination is in any way related to Israel's unilateral withdrawal from Gaza, claiming that the decision to murder the Hamas leader was taken many months ago. But taking the decision is one thing, implementing it quite another. There are good reasons to believe that a similar decision has been taken with regard to Arafat. Indeed, he came close to being killed on a number of occasions. The fact that he is still alive does not mean the decision to do away with him has been shelved, only that its implementation is being deferred for the time being.

    The spree of extra-judicial executions on which Sharon has embarked can in no way be attributed to a quest for peace. Although it is now obvious that peace will never be achieved while Sharon, or another extreme right-wing hardliner, is in power, the Arab parties continue to stick to the principle that peace is their strategic objective. And despite the existence of more than one model for an overall peace plan accepted by peace-oriented Israelis and Palestinians (particularly, the Beilin-Abed Rabbu Geneva Accord), the Arab parties have been keen not to sever relations with Sharon, on the grounds that he is Israel's elected prime minister.

    Obviously, the situation is critical. When interlocutors for peace existed, they failed to reach agreement on a number of key issues. Now than more than one model for a peace agreement exists, Sharon is not interested in peace. How to break the impasse? The main stumbling block is that mutual hatred between the protagonists has reached unprecedented proportions. Can an alternative emerge that could neutralise the mutual abhorrence, and thus ensure that things move forward again after Sheikh Yassin's demise?

    Shimon Peres, now in the opposition, denounced the killing of Sheikh Yassin as a mistake that will increase terrorism. He added that terrorism cannot be eliminated through the liquidation of leaders of the resistance movement. And, indeed, we are likely to see a surge in violence throughout the region, as militant Palestinians step up their attacks to avenge the killing and Sharon retaliates with ever increasing ferocity. Ayman El-Zawahri, Bin Laden's right- hand man, declared a few days ago that Al- Qa'eda is in possession of nuclear weapons. This could be true or not. But the sceptics who dismiss his claim as highly unlikely are the same people who accused Al-Qa'eda of launching the 9/11 attacks, which were marked by a high degree of technical skill. What should we believe, their assertion that Al-Qa'eda was capable of carrying out the highly sophisticated attacks of 9/11 or their assertion that it does not have the technical capabilities to deploy nuclear weapons?

    Today weapons of mass destruction are acquiring a new dimension. They can now be owned by networks which resort to all-out violence, such as Hamas and Al-Qa'eda and Hizbullah in Lebanon. This will strengthen the radical Islamic groups. It will generalise and universalise similar extremist organisations in the region and in the world at large. And there is no doubt that Sheikh Yassin's assassination will encourage and promote such a trend.

    Israeli spokespersons have argued that Arafat does not differ from Yassin. The only difference is that Yassin did not conceal his objectives and openly declared them, while Arafat tended to dissimulate his real intentions. After the failure of Camp David II between Clinton, Arafat and Barak, relations between Clinton and Arafat deteriorated. It has been said that Clinton advised Bush not to trust Arafat. But now that open war has been declared between Israel and Hamas, the US could find itself compelled to deal once again with the leader of the PLO. Eventually even, to go as far as to embrace the Geneva Accord and recognise a Palestinian state.

      هو مصري مقيم في انجلترا منذ سنوات طوال‏,‏ جاء يسال الاستاذ نجيب محفوظ عن حال البلاد الذي اصبح يقلقه كلما جاء في زياره للاهل والاصدقاء‏,‏ فقال الاستاذ‏:‏
      لاشك اننا نمر بازمه‏,‏ لكني احب ان اكون متفائلا دائما‏,‏ هناك ازمه داخليه‏,‏ وهناك ازمه اقليميه‏,‏ وهناك ازمه دوليه‏,‏ وكل هذه الازمات مرتبطه ببعضها بعضا‏,‏ فالعالم كله يمر الان بازمه ناتجه عن نظام دولي جديد تسيطر عليه قوه عظمي واحده لاتستمع الا لصوت قوتها العسكريه والسياسيه‏,‏ ثم هناك اقليميا الوضع العربي الذي وصل الي اسوا حالاته‏,‏ وذلك كله ينعكس بالطبع علي حاله التذمر والاحباط التي نشعر بها جميعا‏.‏

      لكن ما من شك في ان هناك ازمه داخليه نمر بها علي اكثر من مستوي‏,‏ وهي تعبر عن نفسها بشكل واضح في الوضع الاقتصادي المتازم الذي نمر به منذ سنوات‏,‏ وما من شك ايضا ان بعض جوانب هذه الازمه الداخليه ليس انعكاسا مباشرا للاوضاع الخارجيه اقليميه كانت او دوليه وانما هو نتاج سياسات خاطئه دامت سنين‏.‏
      ثم ينظر الاستاذ الي ضيفه ويقول‏:‏ لكن دعني اطمئنك ان تلك ليست اسوا الازمات التي مرت علي مصر في تاريخها‏,‏ لقد وصل الحال في احدي فترات الدوله الفاطميه الي ان اصبح الناس ياكل بعضهم بعضا بسبب المجاعه‏,‏ ومع ذلك فقد عادت مصر بعد ذلك تنشر ضياءها من جديد من خلال مراحل النهضه التي عرفتها بعد ذلك‏,‏ لذلك فانا متفائل بان مصر ستنهض من كبوتها الحاليه لتعود ان اجلا او عاجلا الي سابق حالتها المزدهره‏.

      There is no doubt that we are in the throes of a crisis. Only I like to be optimistic, always. There is a domestic crisis and a regional one. There is also an international crisis. And all these crises are interrelated. The world is suffering the consequences of a global dispensation controlled by a single superpower that listens only to the voice of its own political and military might.

      This is a problem not only for us, but even for Washington's allies in Europe. There is, too, the deterioration in the Arab situation, which has been worsening since the war of 1948. But there is no doubt that the domestic crisis, whether a result of homegrown problems or a reflection of the wider crisis, impacts most powerfully on people's lives. It expresses itself most clearly in economic failure, the result of faulty policies. We could take some solace, though, in the realisation that this is not the worst crisis Egypt has faced. During a certain period in Fatimid times conditions were so lamentable that people resorted to eating each other. Yet the Egyptians lived on, and Egyptian civilisation continued to radiate throughout the world

        مع الساعات الاخيره من العام‏,‏ تبقي الصوره الاكثر غموضا وضبابيه هي صوره التطور الديمقراطي والاصلاح السياسي في العالم العربي‏.‏ وحيث يجري تسليط الاضواء عليها من الخارج‏,‏ بحجه انها لمصلحه التقدم والسلام في المنطقه‏,‏ ولمصلحه محاربه الارهاب والتطرف‏..‏ فان خطي التقدم الذي تحقق هنا وهناك خلال عام لايكاد يذكر‏:‏

        ‏**‏ امتلات العواصم العربيه بموتمرات وندوات تتحدث عن الديمقراطيه والمجتمع المدني وحقوق الانسان‏,..‏ ولم تخرج عن مناقشات وتوصيات لم تسفر عن تغير حقيقي‏.‏
        بعض الدول سارع الي اعاده النظر في المناهج الدينيه والتعليميه‏,‏ او فرض رقابه مشدده علي خطباء المساجد واشكال الخطاب الديني‏,‏ او في اصدار الصحف والمجلات التي تتحدث عن الليبراليه والحريه‏..‏ ولكن شيئا من ذلك لم يقض علي مظاهر قمع الحريات في السياسه او الفكر او الثقافه‏.‏

        ‏**‏ في مصر المحروسه بدا‏.‏ العام بمظاهر تبشر بولاده فكر جديد في حزب الاغلبيه الحاكم‏,‏ فالغيت محاكم امن الدوله وانشيء المجلس القومي لحقوق الانسان والغيت بعض مواد قانون الطواريء ولكن ذلك كله لم ينعكس علي الممارسات الحزبيه والسياسيه‏.‏ مما حدا بالبعض الي الاعتقاد بان الحزب الحاكم يتبني مفردات الديمقراطيه ولكن دون حاجه لتطبيقها‏.‏
        وجاء امتحان الانتخابات التكميليه في دوائر نواب التجنيد مع نهايه العام ليوكد بالفعل ان شيئا لم يتغير‏.‏

        ‏**‏ ربما كان من اكثر الصور دلاله انفجار الجدل بين الذين يعتقدون ان الثقافه العربيه ثقافه تعادي الديمقراطيه ولاتستوعبها‏.‏ ومن ثم فان الشعوب العربيه تحتاج لتدخل خارجي لتغير هذا الوضع‏..‏ وبين اخرين يعتقدون ان الديمقراطيه نظام يجب ان ينمو ويترعرع من قلب المجتمع ولايمكن زرعه من الخارج‏.‏
        ولا باس من الانتظار مائه سنه اخري في انتظار الوقت المناسب‏!!‏

        ‏**‏ولكن المذهل في الامر ان القوي الخارجيه التي يهمها اعاده تشكيل المنطقه‏,‏ لم تنتظر طويلا حتي يحسم النقاش الداخلي‏,‏ بل سارعت الي وضع الخطط ورصد الميزانيات وتاهيل الكوادر وارسال الوفود ثم انشات لذلك الصحف والمجلات والاذاعات والقنوات التليفزيونيه‏,‏ لنشر الافكار الجديده‏.‏

        ‏**‏ وعلي هامش الصوره تتجمع ظلال وهواجس تبعث علي القلق‏,‏ ويترك العام وراءه الغازا غامضه يختلط فيها البعد السياسي والامني بالبعد الاجتماعي‏.‏ فقد ترك اختفاء الزميل رضا هلال المفاجيء والغامض دون مقدمات او نتائج‏,‏ شعورا بان ايدي خفيه تعبث في الظلام‏.‏ وضاعف من هذا الشعور جو من الصمت المريب هبط علي الجميع وكان هناك اتفاقا علي اخفاء سر ماليس في مصلحه احد الحديث عنه‏.‏
        وزاد الشعور بالقلق من حادث اختطاف واختفاء طفل من بين احضان ابيه في اجواء خلاف بين الاب والام الامريكيه‏..‏
        ولماذا يقع هذا الغموض حين تكون الام امريكيه بالذات؟ مع ان هناك حالات مماثله مع امهات المانيات وايطاليات وسويسريات‏,‏ لم يحدث فيها مثل هذا الاختفاء الغامض ؟

        ‏**‏ ولاغرابه في شيء من ذلك فقد قرات علي احد مواقع الانترنت‏,‏ ان اي شخص لديه جواز سفر في اي بلد من بلاد العالم‏.‏ له ملف في الناتو وفي المخابرات المركزيه يحتوي معلومات وافيه عنه‏.‏

        Democracy and other mysteries

        As 2003 drew to a close political reform in the Arab world, despite having been the focus of so much attention from outsiders, remained as elusive as ever. Outsiders will continue to focus on developments, not necessarily out of concern for regional peace, but because they want to stamp out terror and extremism, things for which America and the West blame the Arabs in full.

        Arab capitals were abuzz with conferences and seminars discussing democracy, civil society and human rights. Such events were sponsored by the UN, the EU, and even the US. They produced little beyond promises and recommendations.

        Some countries hastened to revise religious and educational programmes, strictly monitoring mosque preachers and allowing the publication of papers and magazines with liberal leanings. But none of this affected political practices or helped further political and cultural freedom.

        In Egypt the year began with a promise of "new thinking" in the ruling party. Special committees worked overtime to formulate new policies, vowing to encourage a new generation. State Security Courts were abolished, the National Council on Human Rights was formed, and some clauses of the emergency laws were discarded. None of which has had the slightest impact.

        The ruling party, many people said, is embracing the vocabulary of democracy but is in no mood to implement it. By- elections, held near the end of the year, confirmed the suspicion that nothing has changed and that the national dialogue between political parties is going nowhere. A US newspaper commented on the situation by saying that it is now clear that there is no intention to disturb those who have run Egypt for two decades and more.

        Arab democracy has become the subject of an epic debate. On one side are those who believe that Arab culture is intrinsically opposed to democracy and that Arab people are condemned to a life under backward regimes unless some saviour comes to their rescue, as is happening in Iraq. On the other side of the debate are those who believe that democracy must emanate from within and cannot be imported from abroad.

        The foreign powers that want to reshape the region did not wait for the locals to finish their debate. Having prepared plans, allocated budgets, trained personnel and sent delegations to study, examine, and assess the state of democracy in the Arab world, they proceeded to set up newspapers, magazines and radio and television stations to spread the new gospel of neo- liberalism.

        The year 2003 will also leave behind unsolved mysteries with political, social, and security implications, such as the sudden and inexplicable disappearance of our colleague Reda Helal. This yet unresolved mystery has left everyone wondering what invisible hands are working in the dark. A mood of suspicious silence has descended on everyone, as if the case is one of those things better left alone.

        Just as disturbing was the kidnapping of a child from his father's home in a Cairo suburb. The parents -- an Egyptian father and an American mother -- are known to be on less than good terms. But why was the kidnapping wrapped in such mystery? There have been similar cases involving German, Italian, and Swiss mothers, none of which has been shrouded in such mystery.

        If the above is not enough I have just read on the Internet that full details of any person in any country in the world who holds a passport are now held by NATO and the CIA.

It was in Gamaliya, after all, that I had my first experiences of the <i>Eid</i>. Every aspect of my perception and of my intellectual awareness, in fact, was formed in Gamaliya. The world, my world, was for a long time circumscribed by that neighbourhood and even though I had no historical awareness at the time, and certainly not enough knowledge of any other part of Cairo with which to compare my home, the atmosphere of the place seeped into me. </strong></p><p><strong>Eventually, of course, historical awareness developed, to the extent that when I saw my neighbours undertaking their day-to-day tasks -- and in those days lives seemed much more simple than they do today -- they appeared to me to be historical figures from the Fatimid capital. </strong></p><p><strong>The buildings, the minarets, the very atmosphere recalled Jawhar Al-Saqqali, who built the capital of Fatimid Egypt, and Badr Al- Jammali, who established the neighbourhood in which I was born.
