    Smile - Elia Abu Madi
    Translated by: Mahmoud Abbas Masoud

He said: Lo, the sky is somber, and frowned.
I said: Smile just the same! Enough frowns in the sky

He said: Youth has left me and fled; I said: Smile!
Sorrow will never bring back your vanished youth

He said: The one whose love was my heaven,
    Has tormented my soul
And turned my love into an inferno

    She has betrayed my affection,
After I made my heart her sole possession.
    So how can I smile

    قلتُ: ابتسمْ واطربْ فلو قارنتها
    قضّيتَ عُمرَكَ كلهُ متألـِّما

    I said: Smile and enjoy yourself;
If you dwell on the hurt she dealt you, you will spend
The rest of your days in pain and suffering

He said: Business is in such turmoil,
As a traveler, almost dying of thirst

    أو غادةٍ مسلولةٍ محتاجةٍ
    لدمٍ وتنفثُ كلما لهثتْ دَما

    Like a consumptive young lass, in dire need of blood;
Wasting her life blood, with each gasp

I said: Smile, you are not the cause of her disease,
Nor will you be able to heal her.
Smile, for a smile may help

If someone else is a culprit,
    Must you lose sleep worrying,
As if you yourself were the culprit

He said: The loud cries of my enemies
    Are blaring around me,
How can I be happy when enemies are roundabout

I said: Smile, they are not after you
    For a crime you have committed;
They would have ought against you if you weren’t
    Better and greater than themselves

He said: The sales’ season is upon us,
Yet my merchandise of clothes and toys
    Is not selling at all

I have an obligation toward my loved ones,
Yet, I have no single penny in my hand

I said: Smile, it is enough you are still living,
And not lacking in friends and well wishers

He said: The days have forced me to swallow bitter gall.
I said: Smile, even if bitter gall was given to you in strong doses

Perhaps if someone saw you in good spirits
Will discard gloom and rejoice instead

Will complaining ever earn you a penny?
Will you lose anything for being cheerful

    يا صاحِ لا خطرَ على شفتيكَ أنْ
    تتثلما والوجهِ أن يتحطما

    There is no danger, friend, in parting your lips;
Your face will not disfigure if you smile

    فاضحكْ فإنَّ الشهبَ تضحكُ والدُجى
    متلاطمٌ ولِذا نحبُّ الأنجُما

    Laugh, for the stars laugh when night is darkest;
It is for this reason we love the stars

He said: Cheerfulness makes no one happy,
People come to this world and leave it against their will

I said: Smile as long as a short span
    Separates you from death;
For once dead, you will not smile again

Said a child to the raven: Oh how depressed I become

when I see you in the morning or you come to my door

So lethargic I become and all my hopes evaporate

No wonder, for you are a bird who does evil things

Like the night you hurl at people calamities and penalties

An evil omen you are, an omen of malice and sorrow

The suffering bird smiled before uttering any reproach

Then with great wisdom he spoke: My child, here is my answer

        GREED AND LOVE

        A Poem by Karmal Al-Barghouthi
        Translated by: Mahmoud Abbas Masoud

Her eyes marauded into the words of my verses;0
In they came, opening every firmly shut door.0

Forcefully, she entered into the vaults of my memory and heart
O, the charm of youth exuding from her rosy cheeks!0

Childlike, she fooled around with every poem,0
Aimlessly she played, unsympathetically she handled

She placed barriers in all my streams,0
Causing the fountains of my dark ink to run dry.0

Vehemence poured forth from the crevices of my love,0
O heart, I commanded: put and end to disobedience, subdue revolt.0

Loudly, the heart screamed at her,0
Extinguishing thereby every glimmer that guides aright

        Leave no past memories here
Nor make your way into my present or future plans.0

She walked away, tears in her eyes;0
Passed into oblivion, under my threat.0

A letter attached itself to her dark braids,0
Turned more attractive than poetry in my hand

        I addressed myself, saying:0
You have become captivated by her beauty
It is an opportunity! Press you advantage ere too late.0

Don the attire of forgiveness, call her tenderly
Permit genuine longing to grace the scene

        Poetry is rendered more beautiful
        When my golden stones
Are dragged by a lock of her hair.0

I called unto her: Do return,0
There is nothing that my lonely heart desires
        Save your own loveliness.0

At last she appeared, O blissful feeling!0
I was beside myself with joy
When she emerged from the clouds of my hesitation

She scattered tears from the sky of her eyes:0
Rain showers that will put out my raging fire.0

        Eventide sat on her lap,0
That the moon of her countenance
May recline on soft, glittering down.0

At once, I presented her eyes with a poem
Attaching each verse to an eyelash
        Slightly curved like a blade

        A poem, mist-like, sparkled in the eyeballs;0
        I summoned another one, saying:0
Rush into the eyelids and therein remain.0

My words I fashioned into an emerald necklace
To grace her snow-white neck, by self-envy consumed.0

Perhaps I can increase the charm of that poem
If I were to command its words
To expand and encircle the beautiful cheeks

All my poetry I have composed
To commemorate and celebrate your love.0
        I have abandoned my greed,0
Now you may enter my heart and forever abide.0

        To her I said:0
My heart I give to you as an offering:0
A testimony to the truth behind my words.0

        She replied:0
        It is the sweetest
        And the most cherished gift
        My dearest

        My Melodies...in Every Meadow
        By Karam Zaarour
        Translated by: Mahmoud Abbas Masoud

I have grown weary of blame, O my heart
Of distrust that doubts my sincerity rare

Sweetest love-verses I compose for you, sweetheart
Yet my poems seem to vanish into thin air
Nostalgic longing for the past torments my soul
For bygone times, others call my days of romance

The separation I wished for was acrid as gall
No less bitter has your blame been to my taste, alas
Leave me alone, for I spent my days in freedom, unbound
Never singing in captivity nor warbling in cage

I am a bird ever darting far and beyond
My melodies I pour as I soar
My sustenance comes from on-high, for sure
Melodious lyrics of mine are in every meadow and grove
I lay some claim to each branch of a tree

I penned poems in celebration of beauties' love
My words about you are flattery-free

So, do release me from blame's jail
I seek freedom from suspicion's confines, without fail

          GREED AND LOVE

          A Poem by Karmal Al-Barghouthi
          Translated by: Mahmoud Abbas Masoud

Her eyes marauded into the words of my verses;0
In they came, opening every firmly shut door.0

Forcefully, she entered into the vaults of my memory and heart
O, the charm of youth exuding from her rosy cheeks!0

Childlike, she fooled around with every poem,0
Aimlessly she played, unsympathetically she handled

She placed barriers in all my streams,0
Causing the fountains of my dark ink to run dry.0

Vehemence poured forth from the crevices of my love,0
O heart, I commanded: put and end to disobedience, subdue revolt.0

Loudly, the heart screamed at her,0
Extinguishing thereby every glimmer that guides aright

          Leave no past memories here
Nor make your way into my present or future plans.0

She walked away, tears in her eyes;0
Passed into oblivion, under my threat.0

A letter attached itself to her dark braids,0
Turned more attractive than poetry in my hand

          I addressed myself, saying:0
You have become captivated by her beauty
It is an opportunity! Press you advantage ere too late.0

Don the attire of forgiveness, call her tenderly
Permit genuine longing to grace the scene

          Poetry is rendered more beautiful
          When my golden stones
Are dragged by a lock of her hair.0

I called unto her: Do return,0
There is nothing that my lonely heart desires
          Save your own loveliness.0

At last she appeared, O blissful feeling!0
I was beside myself with joy
When she emerged from the clouds of my hesitation

She scattered tears from the sky of her eyes:0
Rain showers that will put out my raging fire.0

          Eventide sat on her lap,0
That the moon of her countenance
May recline on soft, glittering down.0

At once, I presented her eyes with a poem
Attaching each verse to an eyelash
          Slightly curved like a blade

          A poem, mist-like, sparkled in the eyeballs;0
          I summoned another one, saying:0
Rush into the eyelids and therein remain.0

My words I fashioned into an emerald necklace
To grace her snow-white neck, by self-envy consumed.0

Perhaps I can increase the charm of that poem
If I were to command its words
To expand and encircle the beautiful cheeks

All my poetry I have composed
To commemorate and celebrate your love.0
          I have abandoned my greed,0
Now you may enter my heart and forever abide.0

          To her I said:0
My heart I give to you as an offering:0
A testimony to the truth behind my words.0

          She replied:0
          It is the sweetest
          And the most cherished gift
          My dearest

If the person is not caring, but disturbing rather
Just Leave him, and don’t be sad about it ever
There are substitutes in the people, it is relief to avoid
despite his rudeness have patience for the loved
All you love deeply do not love you back truly
And not all you prefer most prefer you reciprocally
If the essence of love is not pretty natural
No good in an affection which is artificial
There is no good in a friend who is deceiving
And treats harshly just after being loving
Who denies too the life previously accepted
            Disclosing secrets kept yesterday enclosed
Good bye to the world, if there is no one
As a true good friend who is just and open

When my heart hardened and my ways narrowed
My hope of your forgiveness towards You was my approach

I greatened my sin, yet when I compare it with your forgiveness
My Lord your forgiveness was greater

Yet, You forgive sins and still
Generously and gracefully bestow and forgive

Were it not for You, no worshipper would withstand Satan
How and he already has lured your chosen Adam

Alas! Would I be lead to paradise then I am a fortunate
Or a remorse to hell I am lead

Indeed not despaired if You avenged me
Or into the core of hell You brought my soul

And if You forgive me, a mutinous You forgive…
            A wrongful unfair pitiless criminal…

He remembers the past youth days
And what crimes of ignorance were committed

Then, when the dark spread out
            Fearfully he mourns himself

Saying my beloved You are my request and wish
Sufficient You are for the hopeful to ask and gain

Were not You who fed me and guided me?1
And still, You give me generously and bless me

May You, to Whom my charity belongs, forgive me my faults,1
Pardon my sins and what came before.1

How capable is Allah! For the one acquainted with lament,1
blood almost flows from his eyelids due to the excess of his emotions

Eloquent when he makes mention of his Lord
And in the mention of others than Him, he is speechless

And so for the whole of his day, the companion of grief has become
the brother of sleeplessness and secret conversation when the night darkens

My sins seemed very great to me, so I turned (to You) in humility
Were it not for my contentment in you, I wouldn’t, O my Lord, have seen any comfort at all

For my crimes are great, past and present
But Your forgiveness comes to the servant, more exalted and more great

The bounty of Allaah surrounds me from all sides
And Light from the Most Merciful has spread in the sky

And in the heart is the radiance of the beloved when he is reunited
And when glad tidings draw close, it becomes feverish

Exhilaration surrounds me, only for Allaah
It overlooks me in the darkness of the grave, apparent and clear

I protect my love, lest my desires should pollute it
And I preserve the contract of love, lest it be defiled

In my wakefulness is yearning and in my slumber is destiny
That’s pursuing my footsteps in ecstasy

Whoever holds fast to Allaah, he is protected from men
And whoever hopes for Him, then never will he regret

When my heart hardened and my ways narrowed
My hope of your forgiveness towards You was my approach

I greatened my sin, yet when I compare it with your forgiveness
My Lord your forgiveness was greater

Yet, You forgive sins and still

Were it not for You, no worshipper would withstand Satan
How and he already has lured your chosen Adam

Indeed not despaired if You avenged me
Or into the core of hell You brought my soul

And if You forgive me, a mutinous You forgive…
              A wrongful unfair pitiless criminal…

Study Suggests Milk Doesn't Strengthen Your Bones - It Ages You Instead

We’ve been brought up to think that drinking milk is good for our bones

but new research suggests that not only is this false, but the sugars in it may actually be accelerating the ageing process

A research team has found that women who drink more than three glasses of milk per day were more likely to break their bones than women who drank less

This finding was part of a study conducted on more than 100,000 people in Sweden

based on how much dairy they habitually consumed

The researchers monitored the diets of 61,400 women

by asking them to fill out questionaries on how often they ate common dairy products

high milk intake led to a greater risk of bone fracture

it was associated with a higher mortality rate

                1. "And those who had a high milk intake also had a 50 percent higher risk of hip fracture."1

                Interestingly, .........1

The participants who consumed more yoghurt showed a decreased risk of experiencing bone fractures

the difference could be down to the sugars that are found in milk

Both have been shown to accelerate ageing processes such as inflammation and oxidative stress in previous research using animals

                .

While the study involved a good amount of participants and was conducted over a relatively long period of time

the researchers are careful to point out that they’re not ready to draw causal conclusions just yet

Something they want to look at in the future is if alcohol consumption and weight could have had an effect on the results

improving the evidence base for dietary recommendations could have substantial benefits for everyone

It meant acceptance of casual, capricious corporal punishment

Most of all it was about the displays of calm, control and disinterest in the face of danger

Always be cool under fire. Minimize difficulties. Make light of pain of all sorts; take it like a man

Of course, this means the concealment of anxiety, doubt and distress

It makes me uncomfortable when people express their emotions in front of me”;1

It meant acceptance of casual, capricious corporal punishment

Most of all it was about the displays of calm, control and disinterest in the face of danger

Show imperturbability when challenged or threatened

Always be cool under fire. Minimize difficulties. Make light of pain of all sorts; take it like a man

Of course, this means the concealment of anxiety, doubt and distress

                    Tight control of emotional expression

                    Never show vulnerability

Why Do Our Recorded Voices Sound Weird to Us?1

I have a big, dumb, deep, goofy voice
But I’m reminded of it only when I hear a recording of myself while playing back an interview

or when friends do impressions of me, lowering their voices several octaves

His experience has been similar to mine

“My voice sounds pretty normal in my head,”1

he said. “It’s when I catch the echo on the back of the phone or when I hear myself when it’s been taped that I realize how deep it is

Also, when people come up to me and, to imitate my voice, go as deep as they possibly can and growl in my face.”1

I’ve been told that the one advantage to voices like ours is we make really good hostage negotiators

Many people have heard their recorded voices and reeled in disgust
Do I really sound like that?1

Others are surprised how high their voices sound.

she, too, is often unpleasantly surprised by her speaking voice, which she perceives as “lower, more commanding,” than it sounds to others.1

“And then I listen to a radio interview and I’m like ‘uuuch,’ ” she said, making a disgusted noise. “I listen to my voice and I go, ‘Oh it sounds exactly like a young girl.’ ”

The indie musician Mitski Miyawaki, who has earned praise for exceptional control over her singing voice

There’s an easy explanation for experiences like Ms

There are two pathways through which we perceive our own voice when we speak, he explained

One is the route through which we perceive most other sounds

Waves travel from the air through the chain of our hearing systems

traversing the outer, middle and inner ear.1

But because our vocal cords vibrate when we speak

a second path is introduced internally, in which those vibrations are conducted through our bones and excite our inner ears directly

The effect of this is to emphasize lower frequencies, and that makes the voice sound deeper and richer to yourself

Professor Hartmann’s explanation makes sense for many people, including Ms. Miyawaki

But it does not quite work for my classmate Walter or for me

John J. Rosowski, a professor and researcher at Harvard
Medical School who specializes in the middle ear, filled in the gap

He said that there might be variation in our perception given that, within the two pathways Professor Hartmann outlined, there were more nuanced ways for sounds to be perceived by the inner ear

“There are multiple paths that these vibrations take to get to the skull,” Dr. Rosowski said. “They include the vibrations of the skull itself, which can vary.”1

He said that other factors influencing the way vibrations of the voice could travel to the brain

included interaction with cerebrospinal fluid, the clear liquid

that sits within the brain and spine, and variations in sound pressure in the ear canal

، .This variety of routes would naturally “introduce variation in how people perceive their own voices,”1

he said, and would probably explain why Walter and I are always surprised by our recorded voices
Professor Hartmann said, however, that he was surprised that I was always so surprised.4

“You have a voice on the lower side of normal,” he conceded, “but it’s not enormously deep.”1

Is America's Alliance with Turkey Doomed?1

“It appeared preferable that . . . we should relinquish several of our provinces rather than see England abandon us

                        In response to this commitment

the British made the territorial integrity of the Ottoman Empire against Russian aggression a key pillar of their foreign policy

Yet, in spite of the significance that Istanbul and London attached to their alliance in the 1850s

both sides were determined to eradicate each other by 1914

As Prime Minister Herbert Asquith put it, Britain was “determined to ring the death-knell of Ottoman dominion, not
only in Europe, but in Asia as well.”1

In response, the Ottoman government described the British as “the greatest enemy” of not only the sultan’s empire but also of Islam itself

rendered the Ottoman Empire an invaluable strategic asset in the eyes of British policymakers

Although the British public frowned upon the Ottoman Turks’ “peculiar Oriental ways,” 1

and regarded them as “uncivilized Mohammedan barbarians” for their treatment of Christian subjects

Whitehall recognized that they could serve as a bulwark against Russia

The Ottomans, likewise, recognized the value of having Britain as an ally given the looming threats posed by their neighbors, Russia and Austria

Though the Ottomans previously regarded the British as an untrustworthy non-Muslim power, the cooperation was a win-win venture

and the two powers agreed to partner economically and militarily

America’s relative indifference to the Ottoman Empire and the early Turkish Republic was reminiscent of Otto von Bismarck’s famous remark that

European Turkey “was not worth the bones of a single Pomeranian grenadier.”1

The United States and the Ottoman Empire fought World War I on opposite sides, but did not clash with each other

Moreover, while President Woodrow Wilson discussed the future of the Ottoman Empire in his Fourteen Points, the United States did not actively participate in its partition

In 1922–23, Washington merely sent observers to the Conference of Lausanne, which produced the final peace treaty between the victors

The United States secured the interests of American oil companies while frustrating British plans

to cartelize Middle Eastern oil. Beyond this, Turkey was not worth the bones of a single American

Though Turkey was a remote power representing an inherently different culture

exchanges between the nation’s modern founder, Mustafa Kemal Atatürk, and President Franklin D. Roosevelt reveal that, by the late 1930s, Washington viewed Ankara’s example as a model for the region

Early on in the Cold War, the United States moved to expand its relationship with Turkey

President Harry Truman reckoned that a friendly Turkey would be a strategic asset capable of containing the Soviet expansion into the Middle East

keeping the Soviet Black Sea fleet at bay and providing military bases whence to attack the Soviet Union

Turkey could additionally safeguard American interests in a region gaining in importance thanks to its rich oil reserves

Ankara similarly stood to benefit from U.S. protection

Turkey desperately sought help from America

                        Threatened by Joseph Stalin

who condescendingly demanded the return of two provinces

Notwithstanding differences of setting, the backgrounds of the Anglo-Ottoman and American-Turkish partnerships are so alike that one may consider the latter as a continuation of the former

We can evaluate the current alliance fatigue and future of U.S.-Turkey relations

                        Five commonalities come into relief:1

BOTH THE Anglo-Ottoman and Turkish-American relationships succumbed to alliance fatigue

Each party had difficulty selling the merits of the partnership to the public

This was partly due to specific political events, but also because of enduring cultural differences previously ignored for the sake of sustaining the strategic alliances

British statesmen who hoped to establish an alliance with the
Ottoman Empire were unable to change negative public perceptions of it

He intensely disliked “this anti-crusade” and opposed “favoring such barbarians.”1

This impression hardly changed during the Greek War of Independence (1821–29), in which the Ottomans allegedly oppressed defenseless Christians

After 1839, though, positive press coverage made it easier to sell the benefits of an Anglo-Ottoman partnership

The implementation of the tanzimat, the Ottoman Empire’s grand reorganization program

allowed British public intellectuals to portray reformist Ottomans as genuinely liberal and amenable to Westernization

in contrast to absolutist powers such as Russia

By the end of the Crimean War, the Ottomans had become staunch allies in defending the liberal cause

                          and often followed British counsel

For example, Sultan Abdülmecid (r. 1839–61) granted equality in all respects to his non-Muslim subjects in 1856
                          at the behest of Britain

Nationalists who defended extensive autonomy or separatism gradually gained the upper hand in non-Muslim Ottoman communities

that viewed this measure to be “too little, too late.”1

This consequently led to a long-term struggle between the Ottoman center and its non-Muslim communities

In reality, Ottoman reformist statesmen were liberal only insofar as the territorial integrity of their empire was not challenged

When liberal policies threatened to dismantle the empire into the أ‰tats Désunis de Turquie, as Fuad Pasha sarcastically remarked

the Ottomans had to draw a red line

Heavy-handed Ottoman repression in Bosnia-Herzegovina and Bulgaria in 1875–76 tarnished the positive perception the Crimean era had yielded

The British public’s outcry against Istanbul’s treatment of Ottoman Christians influenced British policymakers

by demanding extensive reforms favoring Ottoman Christians

Thereafter, Britain cold-bloodedly watched the Russians defeat the Ottomans in 1877–78.1

Though the British could have aided the Ottomans, they refrained as their public had low esteem for the “bloodthirsty Muslim tyrants.”1

After signing the Treaty of Berlin in 1878, which established the autonomous Principality of Bulgaria, Britain continued pressuring the Ottomans

to adopt reforms supporting the Macedonian Christians and Armenians

Abdülhamid II (r. 1876–1909), the new Ottoman sultan—who assumed the mantle of caliph, the ostensible leader of all Sunni Muslims—responded by initiating a policy of pan-Islamism

which threatened the British in their heavily Muslim colonies

                          particularly India and Egypt

This was mostly an empty threat

but the British eagerly bought in. They once again made the Ottomans the illiberal “other.”1

By the 1900s, the Ottoman public was convinced that Britain had a hidden agenda of establishing an Armenian kingdom and separating Macedonia from the empire

For their part, the British public spotted an Ottoman specter behind the intensified Islamist sentiments in Egypt, India and other parts of its empire

The diminishing Russian threat paved the way for the Anglo-Russian entente of 1907, a diplomatic revolution

This practically marked the end of cooperation between London and Istanbul, though neither party officially pronounced it “dead.”11

Rather, they acted like friends for seven more years

despite holding different opinions on several issues and experiencing acute alliance fatigue

After its establishment, the Republic of Turkey formed an autocratic single-party system based on a cult of personality centered on Mustafa Kemal Atatürk

In the wake of World War II, however, this regime became antithetical to a new “free world” order led by the United States

Turkey then quickly switched to a multiparty system, 1
becoming the “easternmost bastion of Western democracy.”1

Turkey earned this title when it joined NATO in 1952. It had dispatched a brigade to Korea

As a formal U.S. ally, President Dwight D. Eisenhower declared, “No doubt the strongest and most reliable protector of the European civilization is the .Turkish Army.”1

Eisenhower’s lofty words belied the reality of the U.S.-Turkey relationship

Because the American public showed little interest in Turkey during the early decades of the Cold War

Washington was able to turn a blind eye to the shortcomings of Turkish democracy

In fact, American policymakers viewed the Turks as “Finns with mountains,” as Time magazine introduced them to the American public

This image portrayed Turkey as a secular Muslim state with a burgeoning democracy in an unstable region

Turkey’s recognition of Israel in 1949—which made it the first predominantly Muslim state to do so—only bolstered this perception

As long as Turkey supported American regional interests, Washington overlooked human-rights abuses

                          including Ankara’s heavy-handed suppression of left-wing movements

The Cyprus crisis between Turkey and Greece caused more headaches in Washington than the coups staged by the Turkish military

raised mainly by the Greek and Armenian political lobbies regarding Turkey’s human-rights record, treatment of minorities and deficiencies in democracy

After the Soviet threat subsided, however, these issues became thorns in U.S.-Turkey relations

American interest in the status of Turkish citizens of Kurdish origin and the Greek Orthodox Patriarchate particularly alarmed Ankara

Meanwhile, a rising percentage of the Turkish public came to believe that the United States was conspiring to separate parts of

and to use the Greek Orthodox Patriarchate to settle centuries-old scores with Islam
Another sore point in this relationship was the change in American perception of Islamic movements

During the Cold War, Washington viewed Islamism as a valuable tool in the fight against Communism

American administrations even discouraged Turkey’s French-style laïcité for alienating pious Muslims

Though the United States became more receptive to Turkish secularism after the end of the Cold War and 9/11

many policymakers still welcomed the electoral victory of the Justice and Development Party (AKP) in 2002

They hoped that the AKP would disseminate a “moderate Islam” capable of advancing democracy

Needless to say, it did not live up to these expectations

Washington has come to regret its initial support for the AKP and its criticisms of Turkish secularism

It has become increasingly frustrated at Recep Tayyip Erdoؤ?an, the party’s leader, for his strong anti-Western rhetoric

Not only has Erdoؤ?an referred to the European Union as a “Christians’ club,” but he once called upon Muslim countries “to 1unite and defeat the successors of Lawrence of Arabia.”

Washington has suspiciously viewed Erdoؤ?an’s attempts to become a leading voice in the Muslim world, as he has reinforced the notion of a “clash of civilizations”1

by accusing the West of waging a modern anti-Muslim crusade

American dislike of Erdoğan’s behavior is reminiscent of the British abhorrence of Abdülhamid II

who defended the rights of Muslims as their spiritual leader

These developments have relegated Turkey from a praiseworthy defender of Western civilization and democracy to an “other” representing Islam and autocracy

Conversely, according to Turkish public perception, the United States has become a wolf in sheep’s clothing: a superpower silently plotting to partition Turkey

THE PARTIES to the Anglo-Ottoman and Turkish-American alliances illustrate how geographically distant states can become regional rivals

One reason why the Ottomans originally cooperated with Great Britain was London’s relative remoteness

Though Ottoman statesmen perceived Britain to be fickle, they recognized Whitehall’s limited interest in the Middle East

They bargained that Britain would honor Ottoman interests in its regional policy in return for political and strategic partnership

As it turned out, Britain had no desire to do so

Likewise, it refused to grant carte blanche to the Ottomans for their domestic policies

Much to the infuriation of Istanbul, Britain often negotiated with regional powers harboring anti-Ottoman sentiments and local groups rejecting Istanbul’s central control

For instance, Britain did not support the Sublime Porte against Greek expansionism

Ottoman leaders found British gestures like gifting the Ionian Islands to Greece in 1864 extremely confrontational

British agents also provided assistance to leaders of disfranchised Ottoman communities

They sided with local leaders clamoring for autonomy or separation in Serbia, Wallachia and Moldavia

Britain brazenly advised Ottoman statesman to support non-Muslim minority privileges and autonomy in order to maintain control over those communities

Not surprisingly, the Ottomans did not appreciate this counsel

Frustrated with the British after the Great Eastern Crisis of 1875–78, Ottoman policymakers abandoned “Perfidious Albion”1

in the wake of the settlement reached at the Congress of Berlin in 1878

British requests for further reforms in Macedonia and the so-called “Six Provinces” inhabited by the Armenians, thus, fell on deaf ears

In 1895, the British proposed a joint naval demonstration among the Great Powers to force the Sublime Porte to implement the provisions of an Armenian reform program

Luckily for the Ottomans, this never materialized

When the conservative Mürzsteg Agreement (1903) led by Russia and Austria-Hungary failed to produce tangible results

Britain assumed leadership of the Macedonian Question

much to the dismay of the Ottomans. By then, Sultan Abdühamid II had lost trust in Britain

The Anglo-Ottoman relationship deteriorated further in 1882 after Britain became a “neighbor.”1

Unlike other powers in the Middle East, Britain envisaged a dramatically different future for the region

This vision sparked border disputes such as the Taba Crisis over the frontier between British-ruled Egypt and Ottoman Syria

Moreover, Britain exchanged contracts with and promised protection for local leaders in Arabia such as the sheikhs of Kuwait, Bahrain and Qatar

The British ignored Istanbul’s protests, which argued that as Ottoman subjects, these regional leaders were unable to negotiate with foreign states or sign treaties

These intrusions prompted a bitter rivalry

that rendered the cooperation of earlier periods practically impossible

The United States enjoyed a highly positive reputation in the Middle East prior to 1945

This stemmed from its geographic distance and from its image as an anti-imperial power that supported democratic participation in areas under its control such as the Philippines

Many local intellectuals favored an American mandate in Turkey after 1918

and advocated for similar arrangements in other parts of the former Ottoman Empire, such as Syria

When Turkey found itself under imminent Soviet threat after World War II
it had no choice but to cooperate with the United States, the only state powerful enough to defend it

Many Turkish policymakers thought that America’s geographic distance and marginal involvement in prior regional conflicts would help them establish a beneficial partnership

They hoped that Washington would see the Middle East through Turkish eyes and offer unrestricted support

They also anticipated that the United States would allow Turkey to crush any internal threat for the sake of defending

Twentieth-century America and nineteenth-century Britain are, admittedly, not interchangeable

But as global powers they achieved their foreign-policy objectives similarly

Like London, Washington was aware of Ankara’s concerns and attempted to appease it insofar as Turkish actions did not hurt American interests

And like Britain, the United States did not design its regional policies in strict accordance with Turkish interests

President Lyndon B. Johnson jolted Turkish policymakers when he sent them a letter in June 1964, stating bluntly

that Turkey’s intervention in Cyprus was impermissible under the provisions of the 1960 Treaty of Guarantee

With respect to Turkish military activity, Johnson wrote, “the United States cannot agree to the use of any United States supplied military equipment.”1

the “Johnson letter” deeply shook Ankara’s trust and dealt a shattering blow to its willingness to follow American advice

Though Johnson succeeded in preventing a Turkish intervention in Cyprus at the eleventh hour, President Richard Nixon failed to do the same in 1974

Turkey’s Cyprus intervention spoke volumes about the change in its relationship with the United States

In spite of Nixon’s warnings of a military embargo, Ankara opted for military action

And though Washington still imposed an embargo, the U.S.-Turkey alliance persisted
                              albeit with difficulty

In reality, Turkish statesmen barely entertained the idea of leaving NATO

Doing so would have weakened Turkey’s military capabilities considerably

Few American policymakers in Washington would risk losing Turkey either

Ankara learned that being an ally of the United States did not guarantee unbridled freedom in conducting its regional affairs

Washington, likewise, realized that providing a security umbrella would not sufficiently keep Turkey under control

Indeed, the Soviet threat held together an uneasy alliance between a regional and a global power

After the Cold War, managing this cooperation has become even more difficult because of growing mistrust

The American invasion of Iraq in 2003 created a situation similar to the British penetration of the Middle East in the second half of the nineteenth century

The United States had become a regional rival power,
threatening Turkey’s vital interests and territorial integrity

Frustrated at this development, the Turkish Grand National Assembly rejected a motion granting bases to American troops in their invasion of Iraq

This rejection did not stem from an inherent anti-American sentiment

Rather, it was a response to a deep-seated belief that Washington had ulterior motives

Similarly, Turkey has become apprehensive of American ties to local Kurdish actors in Iraq and Syria

These connections have fueled the perception that the United States wishes to create a new map of the Middle East

No map, not even a Russian-drawn one, would be more antithetical to Turkey than an American chart

Because the United States and Turkey are becoming regional rivals, the potential for dispute has increased tremendously

As a growing power, Turkey has begun developing a vision for the Middle East that does not align entirely with that of Washington’s

Accusing Turkey of pursuing overambitious “neo-Ottomanist” policies

Washington has started to regard Turkey as an
unreliable actor that threatens other regional powers

A BILATERAL partnership between a global and a regional power generally results in imbalance and little reciprocity

The former deeply influences, and even intervenes in, the domestic policies of the latter

For instance, while the British could influence in Ottoman politics

policymakers in Istanbul, who had no say in response, had to work with those winning British elections

The Anglo-Ottoman partnership produced a pro-British faction within the Ottoman civil bureaucracy and military apparatus

Becoming a member of this faction offered bureaucrats and top brass pathways for upward mobility

Soon, Whitehall handpicked its Ottoman counterparts

At the height of the Anglo-Ottoman cooperation

The British embassy gained so much power in Ottoman domestic politics
that its dragomans started discussing delicate matters with Ottoman ministers, even conveying messages directly to the sultan
